Version Scrape Dumps to Google Storage #16

During the scrape job, the raw data is dumped into Google Storage, we should:

Automatically create folders for each Utility
Label this data with date and an additional number or letter (in case of retry)
Handle case of data already existing for current day (move to next number or letter) in case of retry
