Continue rebase fails with git 2.26 #1301

git 2.26 changed the behavior of git rebase which seems to affect the travis linux and
macOS builds. Since the choco package isn't currently updated to 2.26 I am not sure about windows yet.
Somehow this does not affect the GitHub actions builds...

Possible fix: set rebase.backend=apply to get the old behavior.
