Sketcher: offsetting open profiles on one side

Problem description

I know that it's likely the OCC limitation mentioned in #13224 but it might be worth documenting here for the future that the desired result of open profile offset would be this:

(maybe with closing lines but not necessarily because other software doesn't add them) instead of this:
