It would be nice to have python bindings for the occ 2d fillet method ChFi2d.

@donovaly @wwmayer This feature is needed in the gear-wb (development version). Currently python-occ is used for this task, but it would be nice if FreeCAD offers a python command to do 2d fillets.

@wwmayer I just called @looooo and it turned out this issue hinders him for Conda to upgrade to OCC 7.6. Can you therefore please have a look? Despite it is kind of a feature addition, I agree it is worth to have it in for 0.20.
