[Feature Request] Construct B-spline by interpolation in Sketcher

Idea description

It is desirable to have a tool in Sketcher that can draw a B-spline between user-definable points by directly providing said points (instead of by defining control points as is done presently).

The forum post describes two approaches to do this. This issue will track discussions around "direction 1".

The attempt will be done in this branch: https://github.com/Ondsel-Development/FreeCAD/tree/sketcher-draw-with-knots.

As mentioned in the forum post, this project will be done while I'm working at Ondsel Inc., and funded by the Open Toolchain Foundation.
