[Improvement] No-Article-to-show alert + new-articles-available banner

I am thinking about to improve this situation:

There is the yellow alert "No article to show" and there is the blue banner "new articles available" at the same moment.

As a user I do always the same: I click on the blue banner or I reload the page, because I am interested in the newest news.

As a user I am a little bit confused, that the system says that there is nothing to see but says there are new article.

Idea # 1:

When the blue banner appears the yellow alert could disappear

Idea # 2:

What about a automatic reload, when the blue banner appears?
I think about this:

1. blue banner appears
2. after X seconds (f.e. 15 seconds) the page reloads

This feature could be a setting option or not.

There could be something like a loading bar, that shows, that something will happen.
The automatic reload could be paused/stopped with: (1) hover the mouse over the blue banner (like #4023) and (2) with a stop button.

Idea #1 and #2 are only in case of an empty list (= with the yellow alert). If there are articles shown than nothing new will happen.

What do you think about it?
Is it worth for the core or only as an extension?

Auto-reload in this particular scenario is a bit of a tough one. On the one hand it does make sense, on the other hand users might be confused by a tab that contains something quite different than when they left it.

This extension I know. It refreshes independent of the blue banner. Could be also a solution to improve this extension.

What do you think about Idea # 1?

I'm inclined to think it combines the worst attributes of both. The page content changes by itself yet you still have to click.
