Add the user preference to turn off reminders for selecting the best answer

Some users don't want to get email notifications, but even if they turn them all off in their profile settings, they still get reminders to choose the best answer.

Describe the solution you'd like
Add the option to enable/disable reminders, in the user's notification settings. Just like all other notifications are managed.
