Setting chestUsablePastWorldBorderFix to true causes chests to always be placed as single chests.

To Reproduce
Steps to reproduce the behavior:

  1. Create a new world
  2. Run the command /carpet-fixes chestUsablePastWorldBorderFix true
  3. Place two chests next to each other
  4. Note that they don't join into a double chest.

Expected behavior
Placing two chests next to each other should result in a double chest.
