Uncertainty display uses system settings

When editing the uncertainty of a Property, the display of the added or changed uncertainty value is dependent on the language setting of the system.
If the language setting of the system does not support the 'dot' comma delimiter, another change of the uncertainty value will lead to an error since the uncertainty value will not be recognized as float or int.
