G2P Connect announce the release of technical assessment framework for DPGs & Proprietary Systems to perform self assessments. In near future this framework shall be extended to do independent formal assessments by funding agencies, countries and other stakeholders.

Request all the G2P Connect participating DPGs to use this discussion thread for collaboration: flag issues, suggestions to improve this framework and any general queries.

Considering upcoming Workshop on Mar 15-16th with country delegates, G2P Connect team intends to do a beta release of DPG assessments. I request all DPGs to share feedback on assessment template by Feb 24th and self assessed document by Mar 3rd. This will help us to compile and discuss with each one of you on the compiled report.

The goal is to have this template evolve in coming months and also have DPGs (optionally) fill self assessed reports every quarter to call out any new features and improvements!

G2P Connect is taking up this initiative for the first time and there may be few minor glitches in the process/approach. Request your co-operation.

According to the Cambridge Dictionary, a registrar is "an official whose job is to keep official records."

In the context of OpenSPP, a registrar is someone who assists a beneficiary with enrolling in the system, such as by collecting their personal information and entering it into the database. While a self-registration portal can be an effective tool for some beneficiaries, it may not be accessible or appropriate for all users, particularly those who are more vulnerable or have limited digital literacy. Therefore, it is important to have both options available to ensure maximum participation and coverage.

@jeremi above understanding of yours is correct!

From core systems feature perspective, there should be 100% reusability between self and assistance (ie registrar).

The intent is to make sure beneficiary self registration as primary flow. Registrations helped by family/friend or authorised/voulanteer operator should be supported using self registration flow and there can't be two code bases/api's. Any exceptions to this tech design principle can be called out.

'Assisted operator' feature support is already called out.

How to manage, authorised assisted operators (mainly authorised ones) can be additional layer on top of self registration flow.

Community feedback will help us update the template and we plan to mature this assessment framework with monthly/quarterly minor version releases!

To clarify the scope of the project, we should define which countries we want to cover, whether they are developed countries or low to middle-income countries.

In our experience with a large-scale implementation in the Middle East, we do not plan that the majority of beneficiaries will use the self-service system in place (small pilot for this part), the majority of beneficiaries, particularly the most vulnerable, do not use it. Therefore, it is important to prioritize inclusivity in our approach to social protection and study it separately from self-registration features.

It would be helpful to have data on the percentage of self-service versus government agent-based registration in different countries; maybe Anita Mittal or MOSIP could help with this.

Thanks to all the G2P Connect partners for supporting in self assessments to help DPG's validate functional capabilities and design/operational maturity against the G2P Connect Blueprint.

Team is planning to get the first edition of self assessment reports to logical closure in next 8 weeks (end of Sep'23). Requesting participants to extend all the required support in next 2 weeks. This will help consulting team to compile a draft version and to get feedback. The target date to publish final version is expected by Sep end.

DPGs that have not responded till date, request to confirm participation by Aug 3rd 2023. G2P Connect would like to consider other DPGs interested to participate in first edition.

Countries and funding agencies are really looking for these artefacts and G2P Connect is hoping to continue this effort with new editions at regular intervals.
