Can Only Expand Pokedex Once?

So apparently, you can only expand the pokedex once.
I decided I wanted to expand once and add one slot to test and see how everything worked and stuff, but apparently you can't expand it anymore after that! In a perfect world, I'd to be able to expand the rom by one slot each time I want to add a new Pokemon, is this a limitation or just not properly implemented?

Also, I can't get the in-game Pokemon's ID with this tool and when I try to open the rom with YAPE it gives me a base stat error.
