Revert Python back to SIVO-PyD

Per testing of GEOSadas by @bena-nasa, revert Python to SIVO-PyD because of a possible change in answer in AOD analysis.

Change location of SI Team modulefiles on NCCS

This allows for consistent SI Team modulefile locations

Add CMAKE_RELEASE and GIT_RELEASE rc files

At build time, the ESMA_env will now create two files CMAKE_RELEASE.rc and GIT_VERSION.rc that will have information on what versions of CMake and Git built this install.

Move bulk of build script to ESMA_env

To not duplicate massive amounts of code across major GEOS-ESM fixtures, we move the bulk of parallel_build.csh to this repo in the name build.csh. This is called by a small stub in fixtures.

Also move SITE.rc.in and BASEDIR.rc.in from fixture to here.

Fixes for NAS and GMAO Desktop

Some fixes to allow g5_modules to work at NAS and GMAO desktop as at NCCS.

Install from ESMA_env

This moves installation of g5_modules etc. from the fixture to this repo

MPT Needs MPT Baselibs

This was a bad copy-and-paste. Correct the basedir to point to the one for MPT

The Return of g5_modules

Due to the sheer number of g5_modules references in GEOS, for now restore this script
