Create wrf-python wheels for Python 3.7 #100

QGIS 3.4 upgraded their python version to 3.7. We need to create wrf-python wheels before releasing GIS4WRF for QGIS 3.4.

I updated the URLs from the artifacts of this build: https://ci.appveyor.com/project/letmaik/wrf-python-wheels/builds/19383552 A while ago I did upgrade that repo to build Python 3.7 wheels as well.
Note that this is still the old 1.1.2 version of wrf-python.

I think that's fine for now. I am keeping an eye on (NCAR/wrf-python#73) and we may want to upgrade if/when wspd and wdir are added as separate diagnostics variables.
