Framerate related issue.
Bank heist cutscene, 130+ fps:

Same cutscene, but played with 50fps:

On xbox 360:

Happened right away after starting a new game from loaded save, then after doing that again, the problem went away:
First new game:

Second new game:

Playing with 50fps gives the same result, so I have no idea what's going on.

I tested 30-fps version of cutscenes fix, because 60-fps version crashes on startup for me
The current 30-fps version seems to work fine for "regular" cutscenes, like the intro cutscene
But looks like we have another cutscene type, like this cutscene from "It's Your Call" mission, check this:

As you see this cutscene don't have loading screen before it, it's like in-game cutscene
And current fix is not applied for such cutscenes, which results in too much zooming issue

I don't know how to make the cutscenes smooth like how they are on the consoles if you play on the series x/s or ps5

I didn't know that it's not possible to play gta 4 on ps5 because i dont have one so my mistake.

And anyway, XSX simply has it run at (around?) 60fps, with all the bugs that entails.
So.. I'm not really sure how that could be a benchmark for anything.
