I'm using ng-polymer-elements in a project with Polymer 1.0 and Angular 1.3.17 and it's working just fine. Are there any features of 1.4.1+ you're using that actually makes it a hard dependency on 1.4?

I don't think so, I just didn't test it on 1.3
