Levels in the channel strip and the plugin

I see that there is some slight difference in values between the channel strip meter and in-plugin meter.
When the channel shows around 0 db, the plugin shows -3 to -6 (maybe it is the pan law?). But compared to the DAW's channel - the plugin's level meter doesn't look very consistent, it peaks at different values randomly.
