Can we develop this as a QGIS plugin? That would require modification of the interface and completely removing dependency on arcpy from the core algorithm (not just removing the Spatial Analyst dependency).

I would like to second this proposal.

My company uses QGIS for all our mapping and geospatial data management. I was considering writing a plugin myself to do exactly this.

Adoption of an ‘Open Source First’ philosophy for publicly funded organisations would be great and provide real benefits to the wider Australian Technical Community. Many countries are now adopting this stance and some great software made available. Not everyone can justify the cost of commercial software when satisfactory, if not better, examples of FOSS exist.

Happy to help with implementation of this in QGIS.

Removing the ArcGIS dependencies would be highly useful for organisations that don't use ArcGIS. Working with not-for-profits in the biodiversity and regeneration space this tool would be hugely useful. The dependency makes it unachievable.
