環境の統一 #173

JarvisEngineの開発環境を統一します。
それに伴って, ver0.0.0のみをMac, Windows, Linuxで動作するバージョンとします。

想定環境

Python 3.9以上4.0未満。将来的に最大3バージョンをサポート
DockerのUbuntu22.04のイメージを使用
Miniforgeによる仮想環境が中心。
プロジェクトマネージャはpoetry
GPUはPyTorchでサポートされているもののみ
CPUはx86_64のみ。armやRISCは将来的にサポート
