Currently, if a harvest source URI is unavailable at the time of a harvest, all datasets from that source are orphaned.

Acceptance Criteria

  • Skip the harvest if the source uri is unavailable. Do not orphan the datasets.
  • Keep the message in the error log that the source uri was not available and no updates were made
