User story: As a catalog manager, I should be able to save time by having data automatically imported into the catalog from where I already store it.

QA steps:

user drops data into an S3 bucket in data.json format with distribution pointing to files' internal S3 URL
user gives system access to AWS
run cron
user sees data is cataloged on DKAN2
