it's impossible to send chunks without knowing roughly where the player is
currently the server can roughly infer(!) the client's chunk x/z coords, but not the y coord and not the exact x/z coords.
but the location can be made even more vague by calculating the chunk request as if the player was somewhere else, ie. a couple chunks away from its real location.
