Audit Rule Idea: role=tooltip needs aria-describedby={tooltip-id}

We would like to add a new rule that checks for an aria-describedby={tooltip-id} on tooltip-triggers being described by a tooltip (role="tooltip").

Although this is a SHOULD requirement, without aria-describedby, JAWS (and presumably other screen readers) will not read out tooltips correctly. Because it is a SHOULD requirement, this would be marked as a WARNING severity.
