This was sent my way by another Googler.

Affected URL: https://developer.chrome.com/apps/hosting#hosting

The linked article states:
"There are three exceptions to the Chrome Web Store hosting rule:

  1. Extensions that are distributed through the enterprise policy.
  2. Unpacked extension directories from a local machine while in developer mode.
  3. Linux installation."

In #1, "enterprise policy" links to https://support.google.com/chrome/a/answer/187948?visit_id=637382830959374851-27621972&rd=1 which is a HC describing how to use the master_preferences file - this is not recommended best practice for Enterprise. A more appropriate link would be to https://support.google.com/chrome/a/answer/7666985 which contains a list of the available enterprise policies for managing extensions.
