TF Version on GH Template Needs to Update based on module version requirements #1413

The GH workflow template right now has TF 1.3.2
https://github.com/GoogleCloudPlatform/cloud-foundation-fabric/blob/master/fast/stages/0-bootstrap/templates/workflow-github.yaml#L35

But for example, the TF version required for many of the modules needed for the GH CI/CD is 1.4.4
https://github.com/GoogleCloudPlatform/cloud-foundation-fabric/blob/master/modules/organization/versions.tf#L16
