Describe the bug
The Default Compute Service Account in the IAC Core project has Editor privileges, which are not required.

** Rational**
Create service accounts for each service with only the minimum permissions required for that service.

Expected behavior
Reset Compute Service Account Privileges in IAC Core project after deployment to required set of permissions.
