Just a simple check to make sure links do not 404 could be very helpful

I tried working on something like this once. I was concerned that the large number of http requests to cloud.google.com could pose an issue. There were several hundred links which would need to be tested.

@michaelbausor if we were to automate testing of links on a rare occasion, say when we tag a release - do you think we would run into any issues being blacklisted?

There has been some progress on this, using a link checking tool created by @tmatsuo. I will investigate the additional steps necessary to get this tool checking all of our doc links.
