Add header-checker bot for license header checking

Description

We need to enable header-checker-bot to make sure all files have license headers and are OSPO compliant.

Here's an example, though we probably won't need all of the ignored files and I'm not sure if we need Google, Inc. as an accepted copyright holder because these files have all been authored after that was part of the license header
