Link is https://gothenburgbitfactory.org/rfcs/ nowadays, and it looks like the rfc.git repo wasn't migrated to github yet.

Altho the list is available at https://gothenburgbitfactory.org/rfcs/ the links there don't seem to work. There are some RFCs over at https://taskwarrior.org/docs/design/index.html but not the same ones.
