Graduation of the Green Software Patterns v1

The GSF Oversight Committee is starting to formally graduate projects that have reached a certain level of maturity. I believe that the Patterns project has reached that level with the current set of patterns.

The criteria for graduation are currently defined as: https://oc.greensoftware.foundation/project-incubation-exit.html (To be reviewed)

By graduating Patterns v1 we can then turn our attention to v2.

If the group agrees then I would like to raise this in an upcoming Community WG for their review.
