Support retrieving team and event data from FIRST/TOA

Concept

It should be possible to query FIRST's ES server for event and team data, or potentially the Orange Alliance. This will allow users to avoid having to add teams or tournaments in most instances.

Technical Notes

Given the other plans in place around data collection, this should be implemented as a query to a new server that acquires that data and stores it.
