Observing land claims with stick(default) doesn't shows private areas

Observed Behavior

Right-clicking with stick on land claim, this writes not-privated, but it does.

Expected Behavior

Right-clicking with stick on land claim gives "this area is claimed by ..."

1. Take a stick
2. Right-click on someone's (or self ) claim

Running without GriefPrevention

• I attempted running the server without GriefPrevention installed.
• The problem does not occur when GriefPrevention is removed from the server.

Can you verify a couple things:

• Can other players modify the blocks within the claim?
• Does it show up properly after a server restart?

Also you mentioned in the debugging steps that the issue doesn't occur in the vanilla minecraft client?

this appeared after installing spigot 1.20 core
everything was ok on 1.19.4

Claim visualization and chat messages for ownership are working for me with Paper 1.20.1-47 and GP 16.18.1. Tested with admin claims and regular claims.
