Players can put water/lava on blocks with waterlogged state

What happened:

Hi, there is a bug where players can put wateror lava on blocks that allow Waterlogging if it is on the border of the claim.

What you expected:

Players should not be allowed to do that

Steps to reproduce:

Put water/lava using a bucket on a stair or slab that is on the edge of a claim that not belongs to you.
