Modify JSON schema to support bidirectional linking

Modify submission_schema.json to add a field related_to_table_dois (array of strings) and additional_info_schema.json to add a field related_to_hepdata_recids (array of integers). This probably needs a new schema version like 1.1.1. Tests should be modified or extended for the new fields.
