b站最近取消了非登陆用户观看480P以上投稿的权限，所以这个问题咱也没太多办法

用这两个API可以不需要cookie下载1080P: SocialSisterYi/bilibili-API-collect#163
TV的API(api.snm0516.aisee.tv/x/tv/ugc/playurl)也可以不要token下载1080P
