In the Agreement Creation Wizard, changing the Procurement Shop does not update the Budget Line fees

Expected Behavior

changing the Procurement Shop does update the Budget Line fees

Current Behavior

changing the Procurement Shop does NOT update the Budget Line fees

Possible Cause

Steps to Reproduce

  1. GOTO Create an Agreement wizard
  2. Complete step 1
  3. Complete step 2
  4. Complete Step 3 by adding some budget lines
  5. Return to Step 2 and change the Procurement Shop
  6. Return to Step 3 to see the budget lines // fees are not updated
  7. 🔴 Fail

#1404 was a similar bug except that in that scenario, we never hit the app Back button to go back to step two in the wizard as mentioned in the steps above. To say nothing of what would happen if the user hit the browser's back button........
