Discovered with #2193 during state refactor for BLIs.

  • create Agreement Wizard could use state from wizard via formData
  • wizard exposes an onFinish function that could fire off wizard data to various api endpoints to create Agreement, SCs, and BLIs
  • will fix issue where user exits wizard after step 2 (not clicking the cancel button which would Delete the agreement via api call)
