Implementation guide should be published to standard repositories so that it is available to others.

Two options for publishing:

HL7 Tooling
Simplifier

Need to consider whether implementers who wish to derive product-specific capability statement are able to do this without using Simplifier.

Following discussion, decided to target HL7 Tooling:

it is open source and produces open source packages
allows reusability by HL7 UK community
allows access to documentation in addition to FHIR resources

IG will be shared to Simplifier if there is a practical means to do so.
