Set up i18n updates via translatewiki.net (TWN)

I've created the relevant patch against TWN's config on gerrit, but as per code review comments on a functionally similar patch, @translatewiki will need to be invited to contribute to the repository, and the account must be granted push privileges before the skin can be added to TWN.

Pinging @Dab1001 as I don't think I have the access to invite anyone to this repository...or perhaps I'm just a bit blind. :)

Thanks for the help, and apologies for the slow response! I've been busy with university over the past few months and haven't had much/any time to work on the skin. I want to get back to it over the summer, though
