Icom split operation with rigctld failing #269

Using rigctld with Icom rigs is not handling VFOA/B correctly.

For example
S VFOA 1 VFOB
I VFOB 14080000
Sets VFOA to 14080000 instead of VFOB

S VFOA 0 VFOA
Reversese the vfos
