Description of the feature or enhancement you'd like to see in HandBrake

Convert 60p to 60i/50p to 50i/ 30/25p to PsF for legacy system support (i.e. DVDs) and bandwidth saving

What Operating System are you running?

Windows 10

What version of HandBrake are you running?

1.4.2

Where did you download HandBrake from?

handbrake.fr

You can achieve PsF by specifying Framerate (FPS): Same as source and the field order in the encoder option. I.e. for x264, you would specify "tff=1" if you want a top-field first stream.
Anything else would need to go through FFmpeg tinterlace filter.
