Some existing Vesper archives include recordings, but the start indices of clips from those recordings are not known, only approximate start times. Implement a command that visits every clip of an archive and, for each clip, sets its start index and corrects its start time if needed.

The vesper.old_bird.add_old_bird_clip_start_indices_command module addresses this issue.
