The cards are already added to the account when you received the packs. The pack opening is purely visual. The bug is that you end up opening two packs but only see one set. The second pack is already accounted for in the collection manager.

The update was to address a visual issue when opening the card packs. If you open a pack too quickly, it would show that you opened two packs at the same time. The cards from both packs are added to the collection but you would only see one set on screen, no cards are lost this way. This should help reduce the number of reports during the Rise of Shadows pack opening day.
