Pouta maintenance & improvements for reliability

• Added restart also for nging in Pouta
• Run 14 pending updates to Ubuntu used in the Pouta instance
• Removed orphan containers

Could not figure out how to turn automated updates on.

Instructions from the console.

Expanded Security Maintenance for Applications is not enabled.

14 updates can be applied immediately.
To see these additional updates run: apt list --upgradable

Enable ESM Apps to receive additional future security updates.
