[Request] Add morning fog

Not sure how this would relate to #6 but perhaps an option (per biome?) to have a chance of (denser) fog starting well before sunrise until mid-morning.

Ohhhh Dynamic Surroundings used to do a percentage chance for "morning fog" and it was so lovely. Seconding the request.
