Flag permissions issues

Hi, I'm using the latest LWC build with GroupManager and I've got an issue with permissions regarding flags (I also tried using many older LWC versions, but none worked).
So, let's say I want to give the group default permission to use all flags except the exempt flag, which hidendra says (in the wiki) 'won't be given to players by default', but actually, that's what happens on my server... I tried negating the permission in the group's list but that didn't work either...
Every single permission flag related seems not to be working... Do you know why?
