Can he hook other processes? Can you write a simple example for me? I am willing to pay gold coins as a reward

Is it possible to monitor requests to camera(s)? So for example, there are two applications that want access to, if one tries to access, it bumps the other off the device and visa versa. If so, where would be a good place to start reviewing?
