The monk assumes that the set of questions stays the same

The monk should ignore questions that it hasn't seen in review.
It might be useful to add a "copy all" button to the attempt overview, to make the monk scan all attempts for correct answers.

This would automatically teach the monk how to deal with re-ordered questions.
