Add homebrew-libs?

There are some C++ libs such as poco and yaml-cpp that are packaged by Homebrew but not used by any other brews.

The linkage on these C++ libraries "matters" more than for plain C libs (apparently), so there are requests like #17750 and #16162 to allow building with different switches.

I feel that since these are not used by anything else in Homebrew they should be moved out of core.

Hmm. I think stuff like this is probably worth keeping in core as they have minimal deeps and are relatively easy to build.

If they are useful to devs I'd keep them in but if not, sure.
