Multi-arg commands should respond if you don't submit enough args with the proper format of the command and what it does. (Also I'm going to take this excuse to clean up some other stuff)

Would probably be good if this used the descriptions in the JSON data for the !help command introduced in Halpy 3. If help.py were restructured to allow calls from within Halpy or behave as a command, that would be best. Let me know if you want me to provide those changes
