A method for admins to turn a single account into an account of an organisation

User Problem

Currently, there are no accounts for organisations. Organisations can create a single account for representing their organisation. Once the organisation feature #281 has been implemented admins need a function to convert single accounts into organisation accounts.

Implementation

Provide a function for admins to do that.
